Loureiro lead a team of three expert consultants to assess the effectiveness of the Steel Company’s Health & Safety programs worldwide. The request for the assessment was initiated by the Corporation’s CEO. The company had significantly lowered its OHSA rates over the past five years, but their progress had stagnated.

The team assessed high risk potential at each site, and identified H&S system deficiencies leading to catastrophic events. The assessment was an “operational effectiveness” evaluation that resulted in H&S and business improvement opportunities.

Loureiro’s assessment differed from a typical conformance assessment or management systems audit. This approach does not focus solely on conformance; it evaluates an operation’s ability to achieve its goals (safety in this case) within its existing management and operational culture.
