EPA Community-Wide Brownfields Petroleum Assessment Program

Loureiro was selected as the environmental consultant for the Southern New Hampshire Planning Commission (SNHPC) to implement a community-wide Brownfields assessment program in south central New Hampshire area. This program was the first of its kind in the region which was being implemented under a $200,000 assessment grant from the EPA Brownfields program.

Preliminary program start-up services conducted by Loureiro included: development of an inventory of 70 potential petroleum and/or hazardous substances sites, extensive public outreach to advertise the program, and preparation of various outreach documents including a program brochure, a site nomination from, and property access and program participation forms. Loureiro also developed a site ranking and selection system and prepared and reviewed eligibility determinations of selected petroleum sites with state regulators.

Core services provided by Loureiro consisted of various site assessment and remedial planning services including: completion of several AAI-Compliant ASTM Phase I ESAs, preparation of Phase II scope of work and site-specific Quality Assurance Project Plans, performance of Phase II Site Investigations, UST removal activities, and remedial cost estimates for cleanup. These services were provided with significant public outreach interactions and efforts in collaboration with SNHPC, NHDES and EPA Region 1.
