Voltarc Technologies Inc. is a manufacturer of fluorescent and neon sign lighting components. Voltarc is known for the development of specialty fluorescent lamps, ultraviolet curing lamps and related electrical lampholders and wiring devices. Voltarc produces lamp bulbs which required specialty coatings applied to the glass surface. The coatings were prepared in a solvent based application which contained regulated volatile organic compounds.

The Federal Clean Air Act and the State of Connecticut Department of Energy and Environmental Protection regulations established limits on the emissions from these types of processes. Furthermore there are controls on the formulations and the physical proximity of discharge stacks to property boundaries.

Loureiro was retained to prepare and submit an emissions permit application for the operation. As part of the application process we assessed the current process operations and formulation requirements to evaluate the allowable limits and manufacturing flexibility permitted under the regulations. We also prepared a Beat Available Control Technology analysis and a Lowest Achievable Emission Rate analysis. These assessments were included in the permit application submitted to the State of Connecticut. The permit was issued for the process.
