EPA Brownfields Cleanup Former Woods Woolen Mill

Loureiro provided site investigation, remedial planning and cleanup oversight services for a former abandoned 19th century woolen (textile) mill property along the Contoocook River planned for redevelopment into a public passive use recreational park and trail head. Loureiro provided various brownfields redevelopment support services including: performance of an ASTM Phase I ESA in accordance with the All Appropriate Inquiries Rule, a Phase II subsurface investigation and grant writing support which resulted in the procurement of approximately $50,000 in brownfields assistance from the NHDES and a $200,000 cleanup grant for hazardous substances from the EPA brownfields program in 2007.

Loureiro was selected as the environmental consultant to oversee interim cleanup activities which included the demolition and removal of three remaining mill structures. The cleanup project had several unique challenges including: the performance of remediation in a flood prone river setting and a residential neighborhood and a tight cleanup budget. The cleanup project was successful and resulted in the removal and off-site disposal of 375 tons of lead-based paint (LBP) and asbestos-contaminated building materials (ACBM), recycling of 7.8 tons of scrap metal and salvage of 5 cubic yards of masonry brick for future reuse.
