Pearl Street Playground Site Investigation and Remediation

Loureiro performed Phase I, II, and III Environmental Site Assessments of a dilapidated playground property located along Pearl Street in Waterbury, Connecticut. Based on the results of these assessments, the property was found to have been filled with soil containing metals and polynuclear aromatic hydrocarbons. In working with the City of Waterbury and the Waterbury Development Corporation, Loureiro developed a conceptual remedial action plan to remediate the polluted soil at the property and achieve the community’s desire to redevelop this Brownfields property.

Loureiro also designed a final remedy incorporating the use of an Engineered Control, thereby obviating the costly soil excavation and off-site disposal process. Of necessity, the final design incorporated the City’s site grading plan and design for site improvements and structures for an upgraded City park. In addition, Loureiro assisted the City in developing a design package needed for the bid solicitation process for performing construction remediation activities. Once a contractor was selected by the City, Loureiro provided construction administration and oversight activities.

Loureiro is contracted to provide post-remediation activities including technical support in recording Environmental Land Use Restrictions and the installation and long-term monitoring of groundwater monitoring wells. Loureiro is also contracted to provide project close-out documentation and verification of the site under the State Voluntary Cleanup Program.
