Wetlands Characterization and Remediation

Loureiro was retained to perform a comprehensive soil, groundwater, surface water, and sediment characterization of this manufacturing facility located along the Housatonic River. During the investigation, it was determined that a former waste management practices had impacted a small fresh-tidal wetland at the site. As fresh-tidal wetlands make up less than 1 percent of tidal wetlands in the state, activities are highly regulated and very high profile. Loureiro performed minimally intrusive characterization investigations to define the three dimensional extent of the impact.

Once the extent of impact was known, we assessed the feasibility of the various remedial alternatives and presented the alternatives to the various regulatory agencies maintaining jurisdiction over the project. These involved the Town of Shelton, the State of Connecticut, and the Army Corps of Engineers. The selected remedy was limited excavation and restoration with native, non-invasive plant species. Loureiro completed the design, prepared all permit applications, and defended the applications before the various regulatory bodies. All permits were issued and the construction was completed by Loureiro using a design-build project delivery system.

In addition, Loureiro was responsible for waste characterization, stabilization of soils and all logistics including container delivery, removal and soil disposal. The project was completed successfully on time, within budget and without incident.
