The Town of Plainville, Connecticut, has operated a mixed municipal solid waste and bulky waste landfill on Granger Lane since the 1980s. The conditions of the solid waste permit stipulated that the landfill could accept waste until regional disposal options became available to the Town. These regional facilities became available in the mid-1980s, at which point the landfill ceased accepting solid waste.
Loureiro’s scope of services for this project included completing a comprehensive assessment of the landfill’s chemical and geotechnical composition, preparing and submitting a closure plan to the DEEP in accordance with RCSA 22a-209, and taking all necessary actions to secure DEEP approval of the closure plan. Additionally, Loureiro prepared and submitted the regulatory-required pre-construction permit applications to both the DEEP and the Town and managed the construction of the landfill closure in line with the DEEP-approved closure plan.
Additionally, Loureiro conducted an aerial drone flight layout and performed multiple topographic surveys at the landfill. Topographic data was developed by comparing drone flight contour mapping with ground survey mapping, landfill volumes of specific soil piles were analyzed, and the final topographic mapping of the site was produced.
Key project highlights for Loureiro included developing and obtaining DEEP concurrence on the use of the remaining permitted landfill capacity, conducting a landfill assessment that supports future uses such as a solar array, and submitting the closure plan and MAP, with the MAP progressing to approval ahead of schedule.
