The City of Ansonia engaged Loureiro as a Third-Party Owner’s Representative to assist with managing an Energy Performance Contract (EPC) across various City and School Buildings totaling 571,136 square feet. With Johnson Controls, Inc. (JCI) selected to deliver the energy performance services, Loureiro's technical expertise throughout the project was crucial to ensure that the initiative would achieve the promised energy savings and cover the City’s debt obligations.
Loureiro’s involvement began with a series of thorough onsite assessments, adhering to ASHRAE Level I and II procedures, to validate that JCI's proposed scope of work would indeed deliver the guaranteed energy savings. In tandem with this, Loureiro carried out a detailed design review to confirm that the technical elements of the project were fully aligned with the contractual requirements. By leveraging our in-house MEP (Mechanical, Electrical, and Plumbing) expertise, Loureiro was able to identify and address potential concerns early in the process, contributing to the project’s overall success.
To safeguard the City’s long-term interests, Loureiro developed a robust Monitoring & Verification (M&V) plan, following the International Performance Measurement & Verification Protocol (IPMVP). This plan was crucial in ensuring that the energy savings promised by JCI were not only achievable but also sustainable over time. Loureiro committed to ongoing oversight by reviewing JCI’s M&V reports for a minimum of three years post-installation, providing the City with consistent and reliable performance verification.
In addition to the technical assessments and M&V planning, Loureiro also provided comprehensive construction administration services. These services included overseeing the project’s completion, reviewing and approving invoices, and ensuring that all project deliverables, such as warranties, guarantees, and training materials, were properly documented and handed over to the City.
