ICYMI: Celebrating Employee Ownership Month

October is Employee Ownership Month, and our teams came together to celebrate what it means to be an employee-owned company.

In Plainville, twenty new hires participated in this year’s ESOP Games, a hands-on learning experience that puts employee-owners in the driver’s seat of business ownership. Working in teams, participants made real-time decisions about hiring, investments, and operations and saw how each choice affects company financials and ESOP value across multiple years of simulated activity.

The friendly competition sparked great discussions, new connections, and a deeper understanding of how individual actions shape our shared success.

Employee ownership also reached into the community this month. Teams across Loureiro took part in service projects, including the Plainville office’s playhouse build. Employee-owners and their families assembled and donated five playhouses to local families through the Plainville Food Pantry.

Over the past several months, Loureiro has seen important wins take shape thanks to a more intentional, strategic approach to pursuing work. At the center of this progress is Karen Harris, whose leadership in the Go/No Go process and hands-on support during proposal development are helping our teams focus on the right opportunities and ultimately win them.

Since stepping into her expanded role this spring, Karen has led a more disciplined process for identifying, evaluating, and advancing opportunities across municipal, state, and federal markets.

Each week, she reviews public procurement portals, agency forecasts, and partner networks to surface opportunities that align with our strengths. She then collaborates with CEO Brian Cutler and division leadership to assess fit, expected level of effort, competitiveness, and the technical expertise required. This structured Go/No Go framework has begun to streamline our pursuit pipeline, reduce upfront effort by our engineering teams, and ensure our proposals are supported with the right strategy, schedule, and messaging from the start.

One Exciting Win: 343 Thames Street, Groton

One recent win highlights the value of this new process. When the City of Groton issued an RFP for ADA Waterfront Access improvements at 343 Thames Street, Karen immediately recognized the fit: a project close to our office, aligned with our team’s capabilities, and an opportunity to demonstrate Loureiro’s commitment to community-focused design.

From there, Karen acted as Project Manager for development of the proposal:

Kickoff meeting to establish schedule, responsibilities, and messaging

Led by Office Manager (PE/PG) Derek Ingram, the St. Louis team includes approximately ten team members among them Field Operations Manager Reggie Gardner and Senior Project Manager Brendan Wilder. Their expertise spans some of our most complex remediation projects, including work recognized in Pulse Q2 as a model for integrating safety into every stage of design, construction, and operation.

Shaping Safe, Modern Learning Environments through Smart Solutions & Teamwork

When the City of Norwich launched a major effort to rebuild four elementary schools, Loureiro stepped in to manage critical early sitework at Stanton and Greeneville Elementary Schools. From utility installations on a tight summer schedule to blasting and retaining wall construction on a rock-heavy site, the team has tackled each challenge with precision and collaboration. The result is a strong foundation—literally and figuratively—for the next phases of construction and for learning environments that will serve the community for decades to come.

The City of Norwich is undertaking one of the largest school construction programs in Connecticut, replacing or rebuilding four elementary schools to create modern, efficient learning environments. At Stanton and Greeneville Elementary Schools, Loureiro is playing a key role in early site preparation that will make way for new facilities designed to serve the community for decades.

Project Manager Keith Johnson, together with superintendents Andy Corsetti, Mike Tuxbury, and Karl Tanguay, project engineer Kayla Argenta-Palmer, and field engineer Mike Sullivan, is part of the team managing the complex sitework now underway.

Stanton Elementary: Summer Work on a Tight Schedule

At Stanton Elementary, Loureiro’s role has focused on utility work and site preparation during the school’s summer break. Crews had just a few short months to bring in water and sewer connections from surrounding streets and complete site activities before students returned for the fall semester.

When a rock ledge was encountered during trenching, Loureiro identified a more efficient drilling solution, saving both time and cost. With utilities in place, Stanton is ready for the next phase of construction, which includes foundations, steel, and vertical work by others on the project team. LCI will maintain a presence onsite, but will return in force during the summer of 2026 to complete final sitework, including sidewalks, parking, and playfields, once the existing school is demolished.

Greeneville Elementary: Moving Rock, Building Walls

Greeneville Elementary is being constructed on the site of the former school and adjacent property. Here, the defining challenge is the volume of rock. Approximately 136,000 cubic yards must be blasted and removed before foundations can proceed. The process involves detailed geotechnical evaluations, pre-blast surveys within a 1,500-foot radius, and coordination with nearby residents through town hall meetings.

The site also calls for extensive retaining wall systems: seven in total, accounting for roughly 2,600 linear feet. These include precast modular block walls and rock-cut walls, which require careful sequencing with blasting and excavation to maintain safe and efficient progress.

Encountering New Complexities

While every project brings surprises, Stanton and Greeneville have introduced several noteworthy challenges. At Greeneville, blasting and vibration monitoring have added a layer of technical complexity. Both schools require the installation of specialty playground systems, which can only be assembled by certified subcontractors. The retaining wall work is significant, requiring close coordination to align with the pace of rock removal. Together, these elements show the variety of considerations that come with school construction beyond the classroom walls.

Looking Ahead

Loureiro’s work at Stanton and Greeneville is part of a broader effort to modernize Norwich’s schools and provide safe, functional spaces for nearly 600 students at each facility. A Collaborative Approach that Guides Confident Expansion

When Uyemura USA began exploring an expansion, they turned to longtime partner Loureiro to help navigate the unknowns. By shifting to a design-build delivery method, Loureiro provided a streamlined, collaborative approach that integrated architecture, civil engineering, EH&S, and construction from day one. This model not only accelerated decision-making but also ensured regulatory compliance and future flexibility. The result is a well-planned 17,000 SF addition designed to support current operations and long-term growth, with confidence built into every phase.

When longtime client Uyemura USA – a manufacturer of specialty chemical products – began exploring a building addition in 2023, they weren’t sure where to start. They knew they needed space, but they didn't know how much or what exactly should go in it.

With a relationship spanning more than 20 years, Loureiro had supported Uyemura with environmental health and safety (EH&S) compliance, earning their trust through steady service and insight. So when the idea of an expansion surfaced, the conversation naturally shifted to “Can Loureiro help?”

From the beginning, uncertainty shaped the project: Could the addition be 8,000 square feet? 16,000? Would it include clean rooms? What about chemical storage? And what could the budget realistically support? The early estimate was a $3.5M shell-only budget, but as programming developed and the client's needs became clearer, the total cost edged toward $6.5M.

During the programming phase, Loureiro’s EH&S team identified opportunities to enhance life safety measures related to hazardous material storage and handling in the existing facility. As the team collaborated with the client and the local fire marshal, it became clear that the planned addition could play a vital role in supporting overall code compliance. Loureiro developed a hazardous materials management plan that aligned with regulatory requirements and helped set the foundation for a safer, more compliant facility – both existing and new.

At the same time, Loureiro proposed a shift to design-build project delivery — a move that proved critical for a client unfamiliar with construction and navigating decision-making through an overseas parent company. “The client didn’t have in-house construction expertise, and they were dealing with multiple layers of stakeholders in Japan,” said President Dave Fiereck. “Design-build gave them a single, integrated team to guide them through every phase.”

The design-build model allowed Loureiro’s internal teams — civil, architectural, EH&S, and construction — to work seamlessly together. Architect Brian Worsham, Civil Project Manager Emily Kelting, and LCI’s Director of Operations Jay LaForge collaborated throughout the process, fine-tuning plans and estimates as new information emerged.

“Instead of passing documents between consultants, we were hopping on Teams calls and resolving issues on the spot,” says Jay. “That’s the power of design-build — you don’t waste time guessing or waiting.”

The proposed 17,000 SF addition includes secure hazardous material storage rooms, office and locker areas, flexible staging and shelving zones, and mechanical space — designed to support current operations while enabling future clean room build-outs. The building incorporates fire-rated partitions, spill containment measures, and specialized mechanical systems that meet rigorous air quality and safety standards. Even small design decisions, like fully welded metal doors and epoxy-sealed floors, were critical for compliance and durability.

Permitting, estimating, and coordination have gone through several iterations as Uyemura seeks final budget approvals from their overseas parent company. While currently paused, the project has received shell funding and is expected to move forward once programming and funding are aligned.

In the meantime, Loureiro continues to support the client with detailed presentations and visuals to assist internal communication — highlighting that design-build isn’t just about getting a building up. It’s about giving the client confidence in every step of the process.

Powering Our Growth: Loureiro Secures $17.7M in New Credit Facilities

This blog spotlights a major financial milestone for Loureiro: the successful securing of $17.7 million in new credit facilities through a new partnership with M&T Bank. More than just a funding boost, this move unlocks the financial flexibility needed to support Loureiro’s ambitious 2034 vision—reaching $300MM in annual revenue while deepening capabilities in government, industrial, and utility sectors. With credit lines structured for agility and growth, this strategic step lays the groundwork for smart investments, acquisitions, and operational improvements that will shape Loureiro’s next decade.

Big goals require bold steps, and Loureiro just made an important one. We recently secured $17.7 million in new credit facilities, and in doing so, we’ve unlocked the financial flexibility needed to fuel our path toward $300MM in annual revenue by 2034.

These facilities – obtained through a new partnership with M&T Bank – include an acquisition line, an equipment line, and general lines of credit. These operate like pre-approved, flexible loans that can be drawn upon as needed, repaid, and drawn again. It’s a strategic tool that gives growing companies like Loureiro the agility needed to seize new opportunities.

“That $17.7 million is a big number,” said Steve Diaz, Executive Vice President, Chief Administrative Officer. “It actually exceeds the typical range of what most lenders would offer – we were expecting closer to 50% of equity, but we secured about 70 to 75%. That speaks volumes about how attractive Loureiro is as a borrower, thanks to our strong performance, healthy financials, and future potential.”

Laying the Groundwork for 2034

This funding milestone supports Loureiro’s bold 2034 vision: achieving $300MM in annual revenue, 15% EBITDA, and an NPS score above 75 – all with strategic focus in the government, industrial, and utility sectors.

Success will be delivered via a three-pronged strategy:

Growing existing accounts by expanding and deepening long-term relationships
Investing in new growth opportunities - Federal, State & Local Government, Healthcare, Aerospace, Energy, Waste Management & Remediation
Pursuing M&A and strategic alliances to extend capabilities and market reach

“These new credit facilities give us the financial runway to move on opportunities with speed and confidence,” Diaz added.

After reviewing proposals from TD Bank (our previous partner), other financial institutions, and M&T Bank, Loureiro selected M&T for their creative and flexible approach – in addition to their favorable terms.

This new partnership also signals a major operational shift. Loureiro will fully transition away from TD Bank by the end of the month – supported by ongoing efforts to modernize internal cash management systems.

Developing the Future of the Material Management Center in West Hartford

Loureiro’s collaborative effort at the site of the residential transfer station on Brixton Street in West Hartford was best described by Executive Vice President and Chief Administrative Officer Steve Diaz as a “three-legged stool.”

“It’s the town, the state, and us, and we’re managing all of it,” says Steve.

The vision for the Brixton Street center originated with West Hartford’s Mayor, Shari Cantor, and Department of Public Works (DPW) Director, John Phillips. They saw an opportunity to reimagine the Town’s 18-acre open-air recycling facility, where residents currently dispose of household waste in dumpsters. The goal: to create a state-of-the-art Material Management Center. While the specifics of what 'state-of-the-art' would entail were initially undefined—ranging from anaerobic digestion and composting to an expanded indoor transfer station—one thing was clear from the start: Loureiro was going to play a key role in the project.

“We have a strong relationship with the Town of West Hartford,” says Steve. “Their vision was to develop their existing landfill into a comprehensive Material Management Center, providing West Hartford’s residents various options for waste disposal, from composting to expanded recycling programs.”

In September 2021, Loureiro partnered with the Town to draft a Request for Proposals (RFP) for capping and closing the existing landfill. After competitively bidding and securing the project, Loureiro began crafting the initial plans and navigating the complex permit application process.

By late 2022, Loureiro submitted the closure plan to Connecticut’s Department of Energy and Environmental Protection (DEEP), kicking off an in-depth review process. Despite bureaucratic hurdles that lasted nearly a year, the team worked hand-in-hand with the Town and State, addressing critical concerns like implementing environmental safeguards for the nearby Trout Brook, overcoming community resistance, and navigating town council deliberations. These efforts ultimately paved the way for project approvals and set the stage for the next phases of development.

“By capping and closing the landfill, we’re eliminating a financial liability for the Town and giving them back a clean, usable property,” Steve explains.

Loureiro’s success in West Hartford has also positioned our company as a go-to partner for municipalities seeking efficient ways to solicit and procure environmental and engineering services. Through an agreement to provide an on-call contract for architecture and engineering (A/E) services, Loureiro was able to secure the design and construction management of the Material Management Center in West Hartford - without participating in a formal RFP process.

“On-call contracts are a win-win for municipalities and for us,” says Steve. “They streamline the process, allowing Cities and Towns to engage our services quickly and efficiently.”

This approach is now being leveraged by Business Development Manager John Sullivan as he works to introduce Loureiro to communities across Connecticut in hopes of building similar relationships. He’s had success already in Towns like Clinton and Weston.

“This project has touched every aspect of our company, from LEA to LCI to LBC,” says John. “From drilling borings for landfill investigations and environmental testing, utilizing the talents of our Building and Land Engineering group, to securing fill suppliers and managing design efforts and construction logistics, it’s a true team effort.”

The vision for West Hartford’s new facility will include permitting for expanded waste streams, such as food scraps and bulky items like furniture and appliances, which residents currently need to schedule separately. Loureiro is also assisting the Town in pursuing grants from DEEP, potentially worth millions, to help fund the construction.

“We’re well positioned to lead these efforts,” adds John. “After the success of the Plainville landfill, we saw an opportunity for us to become big players in the waste management game, and we wanted to step up. We established Loureiro Material Management Solutions, LLC this year with that goal in mind, and have been looking at new avenues for work.”

As the Material Management Center in West Hartford moves closer to reality and similar projects gain traction across Connecticut, Loureiro is proving that thoughtful planning and strong partnerships can transform challenges into mutually-beneficial opportunities.

“The future of waste management lies in regional solutions,” says John. “We’re helping Towns reimagine how distressed properties can be repurposed for recycling and waste reduction, creating long-term benefits for the environment and the community.”

All Under One Roof at the New London State Pier

Loureiro’s involvement with the transformation of the New London State Pier began in the spring of 2021.

The overall project, called Revolution Wind, is a joint venture between Ørsted and Eversource involving the construction of an offshore wind farm located more than 32 miles southeast of the Connecticut coast. Revolution Wind aims to generate 304 megawatts of offshore wind energy for the state of Connecticut and is expected to begin commercial operations in 2025.

Working for Kiewit Infrastructure Co., the Construction Manager at Risk (CMAR), Loureiro, through a series of site excavation initiatives, helped rebuild and transform the site into a massive pad able to withstand heavy loads based on current and future marine cargo needs for Siemens Gamesa, a manufacturer and installer of wind turbines and towers and the ultimate end user on the site.

To get there, Kiewit needed to start with a blank slate.

“There’s no doubt that this has been a challenging project in more ways than one,” said Keith Johnson, Project Manager.

Keith has been involved with this project from day one, working with a multitude of subcontractors and managing tight schedules associated with transforming the 35 acre site - visible from the windows of Loureiro’s Groton office.

“Despite the challenges, we’re focused on exceeding the expectations of the Owner. Quality is of the utmost importance.”

Fighting for Space in the Sandbox

Loureiro was initially brought into this project to provide erosion and sediment control services before getting involved with the overall excavation and outfitting the site with adequate drainage. Working at the Pier provided a series of challenges, and most of them were related to the lack of operable space.

“It is a busy site,” says Keith. “There were probably upwards of 200 people on site — between managers, craftspeople, inspectors, subcontractors, and laborers — during the height of the job. Playing in the same sandbox with everyone presented a bunch of logistical challenges.”

Given the size of the site and its proximity to the Long Island Sound, several large, precast concrete structures needed to be installed to assist with site drainage. Some of these structures were 20 feet wide, 14 feet tall, and 14 feet long with a combined weight over 50 tons. So beyond the inherent challenges associated with digging into the earth and fighting the water you encounter when setting the structures below the water table, a primary issue was finding a place to house these large structures on a site teeming with activity.

“We completed a lot of what we call ‘just-in-time-deliveries,’” recalls Keith. “We couldn’t just bring all of our drainage structures and pipes on the site and set them on the ground so they were ready to go when we needed them. There were so many other contractors and people with heavy equipment - available space was at a premium. Ultimately, it involved a lot of coordination with the subcontractors and Kiewit.”

All Under One Roof

Loureiro helped excavate and relocate 200,000 cubic yards of material from the site by cutting material from a large existing embankment. That material was then relocated to the void between the existing State Pier and the Central Vermont Railroad Pier in order to create one large pier. Once the 200,000 cubic yards of onsite material was exhausted, we began placing material brought in from offsite.

During the later stages of construction, it became evident to the project management team that there was a surplus of material on site, including soils that were contaminated. In a nod to our “all under one roof” business model, Loureiro’s in-house Environmental Assessment Group, Testing, and Survey Departments provided the integrated services required to take corrective actions to ensure overall construction on the site continued with minimal interruption.

“The excess soil we dug up on site was tested and confirmed to be contaminated,” says Keith. “Because we are experienced in landfill operations, we knew we could help with a solution. We assisted Kiewit by removing close to 25,000 tons of material from different parts of the site and transporting it to our Plainville Landfill creating an easy process for Kiewit and the State.”

As the project winds down, Loureiro is working to improve the facility, assisting with the setup of infrastructure, crane mats, and other massive equipment for Siemens Gamesa, the end user of the site. Our success working alongside Kiewit drove the opportunity to work with Siemens to get this site ready for the manufacturing and installation of wind turbines and towers. The ability to execute contract work in a tough environment, and then seize the opportunity to demonstrate the abilities of the other services we have to offer speaks to what Loureiro is all about.

“Brian Cutler says it all the time – that our goal, what we’re trying to do, is be an indispensable partner for our clients,” says Keith. “This project utilized a lot of the services we can provide as an integrated team, and we want owners to know that when they come to Loureiro, we can help them throughout the entire lifecycle of a project.”

Getting Through the Door at BAE Systems

No key fobs. No phones. No laptops. No screens whatsoever. If you want to work with BAE Systems in New Hampshire, you’re leaving all of that stuff at the door.

Given the magnitude of the sensitive projects undertaken at this defense and aerospace manufacturing company, including the development of support products and systems for our military, showing up to work at BAE is a lot different than a typical construction site. You need an escort everywhere you go, and what might take eight hours on a regular construction site could take well over 16 hours.

So when BAE was looking for a partner to help complete a series of projects across their New Hampshire campuses, they sought one that was patient, able and willing to meet and exceed their expectations, and understood what needed to be done to work safely and successfully on their grounds. They wanted a partner that could offer a full suite of services; one adept and nimble in maneuvering around a demanding production schedule.

The truth of the matter is that working for BAE Systems isn’t easy. Design and construction companies throughout the region knock on their doors for an introduction. Pitching them wasn’t going to be as simple as sending an email or setting up a call. It was going to take a personal connection, one Loureiro was fortunate to have through Senior Vice President Tom Roy.

“Our relationship with BAE came about this year due to Tom’s relationship with the folks at BAE,” says Vice President Matt Quaranta. “Tom was instrumental in getting Brian Cutler in front of the decision makers to tell them about everything we do.”

A New Hampshire native, Tom Roy has worked with BAE for over 25 years, a relationship that extends back to Tom’s tenure at Kelly Construction Co. and Structure Tone. Tom, back in the Granite State after temporarily relocating to Connecticut for the past few years, will be on site as needed to ensure work at BAE Systems moves efficiently and according to their expectations.

“BAE has nearly four million square feet of space in New Hampshire. If you’re from New Hampshire, or live there, you’ve heard of them,” says Tom. “BAE has no shortage of qualified subcontractors working for them, but they were outsourcing architectural work nationwide, and they were pulling in engineers from all over the country. I think BAE saw what we could offer and do under one roof and it opened their eyes. That’s what intrigued them.”

Part of the draw came through Loureiro’s background in supporting customers very similar to BAE Systems.

“Because we do so much work with other defense contractors and big manufacturers throughout the region, we were in a position to jump right in and hit the ground running,” Matt says. “We have an understanding of what their challenges are from a regulatory standpoint, a capital standpoint, and the multiple layers of decision making that are involved.”

Loureiro is currently engaged in two projects at BAE Systems where we’re delivering the benefits of our “all under one roof” business model.

Work In Progress - Crystal Growth Lab

The first project is BAE’s crystal growth lab, a small space containing a lot of equipment that is integral to the manufacturing process. Much of the building infrastructure was designed for a 10 year lifespan, including steel barely rated to hold up the roof of the building let alone support new air handling equipment. Bringing this building up to code involves a host of disciplines, including MEP, fire protection and structural engineering, architectural design, code review, cost estimating and construction. Our team has gone through a few different design iterations to help reduce costs on the job and move the projects forward, and we are currently working through bidding to ensure the budget aligns with BAE’s capital requirements and constraints.

Work In Progress - Londonderry-Manchester Airport Hangar

The second project involves a hangar at the Londonderry-Manchester Airport where BAE services military aircraft. The fire protection system was not up to current code as required by BAE’s contracts with the federal government.

Loureiro was hired to perform a feasibility study to evaluate the use of a traditional foam based system versus a newer technology — an ignitable liquid drainage floor assembly. Loureiro determined that the foam based system was the best solution and came up with a design for fire suppression. The solution involved a wet foam system that utilizes a conventional sprinkler head.

“Our studies showed that some foam generators are susceptible to false discharges and can damage a lot of the equipment within the facility,” Matt says. “The wet foam system we suggested will put out a fire, is code compliant, and pretty much eliminates concerns about a false trip that could damage whatever aircraft they are working on.”

An underground storage tank was designed to capture and prevent the release of the wet foam. Groundwater dewatering is in progress to support the tank installation, as well as the investigation of possible PFAS contamination.

The Next Chapter

“We’re getting lots of great customer feedback, and our clients are recommending us to other project managers and other sites within BAE,” says Matt. “I think it shows that we can be a trusted partner in design and construction, and that they are seeing a shift in what can be done with a design/build business model. Tom has helped communicate what that is and what BAE can expect from us and how we can help.”

With Tom’s move back to New Hampshire, he’s focusing on expanding brand awareness and diversifying Loureiro’s service offerings and portfolio throughout the region.

“Matt has done an outstanding job. He hit a grand slam,” says Tom. “We can sell ourselves all day, but Matt is proving that we can do the things we say we can do. It’ll take everyone buying in and putting their best foot forward, but by the end of 2024, I could see us working with more PM’s and completing more projects at BAE.”
