More Wins: Building Stronger Pursuits Through Marketing Leadership

Loureiro’s recent string of wins reflects the impact of a more intentional, disciplined approach to pursuing work — one strengthened by Karen Harris’s leadership in our Go/No Go and proposal development processes. By steering opportunity identification, coordinating strategy and messaging, and guiding teams through structured, collaborative pursuits, Karen is helping us focus on the right projects and position ourselves to win them. The results speak for themselves: well-crafted proposals, successful awards across multiple markets, and a pursuit framework that continues to build a stronger, more competitive Loureiro.

Over the past several months, Loureiro has seen important wins take shape thanks to a more intentional, strategic approach to pursuing work. At the center of this progress is Karen Harris, whose leadership in the Go/No Go process and hands-on support during proposal development are helping our teams focus on the right opportunities and ultimately win them.
Since stepping into her expanded role this spring, Karen has led a more disciplined process for identifying, evaluating, and advancing opportunities across municipal, state, and federal markets.
Each week, she reviews public procurement portals, agency forecasts, and partner networks to surface opportunities that align with our strengths. She then collaborates with CEO Brian Cutler and division leadership to assess fit, expected level of effort, competitiveness, and the technical expertise required. This structured Go/No Go framework has begun to streamline our pursuit pipeline, reduce upfront effort by our engineering teams, and ensure our proposals are supported with the right strategy, schedule, and messaging from the start.
One Exciting Win: 343 Thames Street, Groton
One recent win highlights the value of this new process. When the City of Groton issued an RFP for ADA Waterfront Access improvements at 343 Thames Street, Karen immediately recognized the fit: a project close to our office, aligned with our team’s capabilities, and an opportunity to demonstrate Loureiro’s commitment to community-focused design.
From there, Karen acted as Project Manager for development of the proposal:
- Go/No Go review with Brian Cutler and Kurt Prochorena to confirm fit and resources
- Kickoff meeting to establish schedule, responsibilities, and messaging
- Development of new project sheets and a cohesive qualification package
- Collaboration with Kurt on the shortlisted presentation, with both delivering a clear, well-supported approach to the City
The result was a well-coordinated pursuit, a polished submittal, presentation and an award. The project will provide ADA-compliant access from Thames Street to the waterfront, supporting inclusive public use of this important community space.

Karen and her team have also supported several other notable wins:
- Manchester VA Hospital
LBC, in partnership with Ameritech Contracting, secured a federal award at the Manchester VA Hospital — an important step in expanding our federal portfolio and supporting projects that serve veterans.
- Naugatuck Valley Council of Governments (NVCOG) / CT Brownfield Land Bank Shortlist
LEA was selected for the regional shortlist to provide on-call LEP services statewide. This strengthens our brownfield work and reflects strong coordination between Business Development and Marketing.
